The general answer is that each district has the right/responsibilities to determine exactly how these letters should be handled. Contact your district advancement chair and they should have the procedures for your district.

Our Eagle apps are run through Council before the BOR.

They are turned in to Council, checked to verify the badges and dates are correct and then forwarded to the District Advancement guy who is supposed to set up the BOR.

There should then, never be an instance where there is anything at or after the BOR that doesn't add up.

Well now reading some of the responses I understand a bit more why you request the letters. Sorry about that but in our council, they are the ones that request letters and only randomly. The SM is notified if a scout's reference letters are being requested but that's it as far as the troop is concerned. The SM may contact the council to assist in the process and to make sure the letters are being written but the SM can not see the letters and nothing is sent to the troop.
Different councils - different process I guess.

Requirements Book has Info on Listing Recommendatios 4 Eagle

I checked the Boy Scout Requirements book, and the information about listing individuals for recommendations is in requirement 2 (the one for living the scout oath and law). The requirements book is printed yearly and on the back of the front cover there is a boxed area which says that "The requirements listed in this book are the official requirements of the Boy Scouts of America". The scout handbook does not list this information about listing individuals who would be willing to provide a recommendation on your behalf. I do not view having to provide this information as a change or additional requirement, just part of the application. Since changes to the program, including the scout book, are made on a regular basis I always get the requirements book to insure that I am informed. I do hope this helps.

Here's one for you....Adding to the requirements or not?

A troop in California lists this on their web site under their Eagle Scout section:

Schedule a conference with the Scoutmaster, and complete the conference. Present the 5-page summary of your experiences in Scouting to the Scoutmaster in advance of the conference. (Emphasis added) Secure the Scoutmaster's signature on the application once the conference is satisfactorily concluded.

Discuss your advancement to Eagle with the Scoutmaster before proceeding to any of the following steps. He will ask you for a written summary of approximately 5 pages that tells of your experiences in Scouting. This must be completed before the final Scoutmaster conference. Also inform the Eagle adviser.


This is #2 on their list. This is adding to the requirements.

In reviewing this troops requirements there looks like a few things are adding to the requirements to include having a troop BOR and then a district BOR
If it is not written down then it is not an official rule
