MB Counselor Location

How does everyone do their MB Counselor list? I had thought ours was by council, but after getting our updated one just realized that it is only our district. Just curious.

In my Council it is done by District. But what I do is carry a copy of the District and Council list. This way if I don't have a MBC for a merit badge I can send that Scout to another District with approval from the District Merit Badge Chairperson. For a Scout to go out of District or Council (merit badge Univer. in other council's) that Scout must have the ok from my District Merit Badge Chair.

Council gives me a Council-wide list.

District gives me a District-wide list.

Troop gives me a Troop-only list.

No rules about who can contact whom except for the standard BSA guidelines. In fact, BigBee has talked to a MB counselor w/o a blue card, (while at roundtable) to allow BigBee to see what is expected of him.

Ours is a dist list, hard copy. Each year around May/June every MBC gets a form letter asking if they still want to be a MBC, add/drop a MB, or change contact info. If you don't respond one more attempt is made to contact them and if no response they're dropped. That list is then updated and 2 copies are given to each troop at the season kickoff held in Aug. One copy for the SM and the other for the Adv Ch.

I have just started maintaining our Districts MBC List. I have it set up three ways. By Badge, by counselors name, and by Units. If someone needs a counselor I can simply e-mail them a list of the counselors that handle the badge/s in question.
I keep it by name so when it comes time to renew it is easier.
By unit to know is a counselor wants to only do their unit or will do any unit.

Ours is by council.
Our council has a policy of no more than 8 Merit Badges may be councelled by one person. They usually get a list out on CD towards the middle end of March, and one copy goes to each Troop.

That policy is a direct violation of BSA Natiuonal Policy, as expressed in the following quote from "Advancement Committee Policies and Procedures" (33088E)
There is no restriction or limit on the number of merit badges an individual may be approved to counsel for, but they must be approved by the committee for each specific merit badge.

There is no limit on the number of merit badges a youth may earn from one counselor.

An approved merit badge counselor may counsel any youth member, including his or her own son, ward, or relative.
