Eagle Scout Courts of Honor are always done at the Troop Level. While there may be such a thing as a District or Council Court of Honor, I've never heard of them in our area. Of course, our Eagle Scouts are recognized and honored each year at District and Council banquets.
The Eagle Scout himself and his family are mostly responsible for planning his Court of Honor. He decides what type (formal/informal), where (indoor/outdoor), who to invite, who to speak and other presentations.
I had the pleasure of helping my oldest son in 2001 plan his Court of Honor. At that time, we were told that we had to do all the planning, Troop leaders and Committee were not involved, and they would show up at the appointed time.
Since becoming Scoutmaster two years ago, I have thought that the SM and Committee should help as much as possible. Not in what kind of COH the Eagle Scout should have (that's his choice), but at least in the logistics of the planning and giving him guidance and resources to help in his planning.
I've been honored to have two Scouts earn their Eagle this past year. Sadly, they both have not yet had their COH. They were both a week shy of 18 when they earned Eagle and have moved on to college and jobs, so it has been difficult for them to find a time to schedule a COH.
