Board of Review for Eagle Palms

The question has been brought up about what is actually covered in the Board of Review for the Eagle scout who has met all the requirements for earning a Eagle Palm.

Does the BOR, question or discuss with the Scout in detail how he earned each badge, what he did in leadership in detail, all about the current events that are worldwide or what?

Is this type of BOR suppose to be harder or more intense than an Eagle BOR? Are they suppose drill him intensely or in detail in order to received the Palm? I have heard that it is suppose to be just as if he was going before the Eagle board if not harder. Then I have heard others say, that if he met the requirements, the BOR asks him what badges he earned and what he did in leadership, check his application and turn it into the Council.

Are there any guidelines on this?

I have been on several Palm BORs and am our Adv Chair. The Palm BOR is more similar to Tfoot-Life BORs than Eagle. See the Adv Guide.

The biggest difference is that the leadership requirement. Note it does NOT say "hold a troop position", but to "show leadership", this is a much broader writing. I've been told, but not seen in writing, that the intent on this is that the Scout can develop leadership in activities other than the Troop, such as church or school in the hope he broaden his horizons.

My understanding is they are similar to Tenderfoot to Life BOR's. As this scout is an Eagle, I would use this time to find out his view of the Troop operations since his last BOR, and discuss his interests and motivations that are keeping him in Scouting.

I would also focus on what he perceives his role in the Troop to be and how the Troop and the Scout can benefit from implementing or defining his perceptions.

Here's an excerpt, concerning Palms:

The Eagle Palm Board of Review

Like the Eagle Scout board of review, the Eagle Palm board of review is an opportunity for you to learn. Listen carefully to what is being said.

The Scout before you will have accomplished much and will be approaching his 18th birthday. You should encourage the Scout to remain connected to the troop in a visible way. You should not be discouraged if a high school student is less able to devote his spare time to Scouting. Thus you may find that this Scout's activity with the troop is less than you would desire. However, you should be able to tell if a Scout is living up to the ideals of Scouting outside the troop as well as inside it. Again, always conclude these boards of review with words of encouragement. Eagle Palm boards of review are opportunities for you to have a give-and-take discussion with the very best in Scouting. Enjoy it.

Possible Questions

* How do you plan on contributing to the troop now?
* What are your goals for the troop?
* What are your personal goals?
* Will your Scouting experience help you?
* How do you fulfill your duty to country? To God?

Heres what my CC said: The Eagle Palm Scoutmaster conference and BoR are set up the same way as the rank SMC’s and BoR’s and they are done at the troop level. The questions tend to focus on how the Scout is living Scouting ideals; how he is giving back; his leadership and example; his involvement in Scouting at the troop, district and council levels; his involvement in the community; his service outside the troop; citizenship and responsibilities. Merit Badges are required because the Scout must continue to learn and be involved but they are not the focus of the questions.

I can’t say whether they are harder or not than the Eagle BoR, different questions, but familiar people.
