For the last two years my troop has gone to Citta Scout Reservation (Jersey Shore Council). It is a small camp but has a great program and a great staff.

We have already signed up to go back next year.
If it is not written down then it is not an official rule

You've got to remember that not every camp has the same stuff. Before a good suggestion can be made, you should tell everyone what kind of activities you're looking for.

Ex. Dining hall or patrol cooking?
COPE course?
Swimming pool or lake ok?
etc, etc, etc

Camp Rodney, DelMarVa Council, located in nothern Maryland. Beautiful setting on the Chesapeake (sp?), great program, great staff. Several troops from NJ go there now. We are from PA, and go there every year.

Northeast Ohio.....Seven Ranges Scout Reservation.....great program with over 40 merit badges, multi-million dollar dining hall, and the very rare Pipestone award (please read my other thread to learn about it).

Come to wonderful Camp Bowman in Goshen, VA!!! Bowman has patrol cooking, which is a rarity these days, and a great overall atmosphere. We also have a big ol' lake and a motorboat for motorboating and waterskiing merit badges. Of course, I'm biased because I work at Bowman, but I guarantee if you come I will personally make sure you have a great week.

How about coming over to PA and coming to Hawk Mountain Scout Reservation. Has a nice lake, O.A. program, Science and Technology building, and a Rifle, Shotgun, Black Powder, and Archery range.
I have Art, Leather Work, Mammal Study, Envi. Sci., First Aid, Emergency Prep, and I forget the rest. I will be a CIT up at Hawk Mountain Scout Camp.

I know this thread is old but:

If you are not afraid of being flooded out and want a great camp experience, go to Treasure Island. Its the first Boy Scout Camp in the United States. It was opened in 1913. The OA was founded there in 1915. It just has so much history in itself. And it still has a great program. The only downside is that it sits right smackdab in the Delaware River Watershed. Meaning whenever there is a severe thuderstorm it is flooded like none other.

2 years in a row it has been flooded and all the Scouts were sent to the only remaining COL Council camp, Resica Falls (which is the camp I work at). Resica is great. We host a lot of great troops. We even host the first Boy Scout troop in America, Troop 1. Their scoutmaster was Dan Beard. So either way, you end up with a great camping experience.
