The requirements for Bugling MB stipulate that the scout must play the 15 listed calls/tunes/etc.
Nowhere does it state that this must be done by memory (without the sheet music).
Sooooooooooooooooooooooooooooooooooooo
Can the scout use the sheet music when playing any/all of the 15 required calls?

All it says is to play them.
Since it does not specifiy that he must memorize them, you cannot add that to the requirements.
(And I don't think my son had them all memorized when he earned the badge.)

That's my impression too.
Can't add play by memory to the requirements.
