The program has the methods of what to do with a problem scout well documented:
1. Whenever a scout is a problem, the leader who is present should take the scout aside (following YPT, of course) and GUIDE the scout into the proper course of behavior;
2. Failing this being successful, one of the three reasons for a Scoutmaster's conference with a scout is problems with the scour's behavior, and this should be the second step;
3. Failing this being successful (or if the infraction is serious), the SM should hold a conference with the parent of the scout, and should document same; and
4. If the previous 3 steps fail, the SM should take the issue to the Unit Committee -- only the unit committee can take the steps of suspending the scout, or removing the scout from the unit.
The above will ensure that the scout gets his due process, and that the issue is not a problem between the scout and the leader (sometimes happens). The Committee needs to write its decisions regarding suspension or removal to both the parent and the Council.
