My sons volunteer at the library, and the food bank. Would those be considered service projects also?

They would be service hours but not a project. A project is something they come up with, Plan Organize and see through with.

The hours in the library could also be used for the reading merit badge.

This would also work as community service for the Citizen in cCommunity merit badge.
