Question about BOR for Eagle Palm

Postby freebyrd1964a » Mon Oct 30, 2006 6:34 pm

I do have a question, it concerns recording advancements not the fact that the Scout has performed the requirments.

We have an Eagle Scout that's still active in the troop. He has earned enough merit badges to earn not just the bronze palm, but the Gold one also. Unfortunatly there was a change in not only the Scout Master but also the majority of the troop committee (long story and no it wasn't a bad one just confusing).

The issue was that the previous coordinator did not record anything. The SM mentioned that the Eagle had enough badges to qualify. Now my question. This web site (meritbadge.com shows that one must complete both a SM conference and a Board of review but the book that my son owns only shows the board of reviews for each of the merit badges earned. I'm just curious if the website has been updated recently or if the book is more current. Also what would the board go over with the Eagle that we haven't already gone over when the young man earned the merit badges?

Common sense tells me that the BOR was accomplished when the Eagle earned the badges and should not be necessary for Palms. The only reason that I even have the question is that we do have a very by the book person on the board and I don't want to cause issues by sending in the paperwork for this Eagle without going through the Board

There is a SM conference and a BOR for each palm earned.

The questions might cover things like how the scout has reamined active with the troop and how he is showing leadership and support for the youhger boys.

I would ask my sons about their BOR's for palms, but they are not home today.

I'm a bit confused by your reference to SM conference and BOR for merit badges. SMconference and BOR are not required for MBs, only for Rank Advancements. The previous conferences and reviews were probably for previous ranks.

MBs are actually only one of the requirements for palms. The candidate also has to be active for 3 months, show scout spirit, and show leadership. The new SM conference and BOR should cover those things even if the MBs were earned previously.

It sounds like this boy should have a BOR for Bronze Palm 3 months after his Eagle date, and then have another BOR 3 months later for Gold Palm.

If the 6 months have already passed and he didn't have the BOR and SM conference for Bronze, then he should do so immediately. Then he can start counting his 3 months for the Gold Palm.
That is the way the palms are supposed to work. If that doesn't seem fair, then the only other option is to discuss with the BOR, SM, and Advancement Chairman to see how they feel about back-dating the paperwork as though the Bronze had been done 3 months ago. 'By the Rules' you can't do this, but I've seen it done before.

Backdating something should never even be considered.
If it is not written down then it is not an official rule

Each palm requires 3 months since the Eagle BOR/last Palm BOR, 5 new MBs, benig active, an SM conf, and BOR.

If these things were done, they should be signed off in his book and also reported to council. Both places should have records.

There is a specific application for Eagle Palms that also spells all this out.

SM conference and BOR must be done for each Eagle palm.
The BOR covers things like the boys participation in the troop. It also give the BOR a chance to get insightful ideas on how to improve the troop from a older, wiser, more experienced scout. Yes the Eagle Palm application must also be filled out.
