Fifty Years In Scouting - Recognition

We have a Scouter in our troop who will be celebrating his 50th year in Scouting early next year. (We have another Scouter who has been an Eagle Scout for 76 years.)

Apparently, he has filled out some recognition paperwork with our council.

He will be honored at a Troop family dinner (COH) in February during Scout Week.

Is there some sort of standard recognition or award?

there is a BSA lapel pin with I think a Diamond? in it

Probably the Veterans pin. There is a Veterans pin for every 5 years as a registered scout/scouter. (supposed to be an adult recognition, but they do let you count your years as a youth).
When I turned in the paperwork for my 15 year pin, it had a place to specify if you had already received the previous ones. I got my 5, 10, and 15 at the same time.
Out council didn't really do anything with the paperwork. I turned it in, they said thank-you, and I went and bought the pins from the shelf in the scout shop.
The shop may not have all the pins in-stock, so check to be sure they are in stock before planning to buy one the day of your recognition program.

Recognition

Well, Service stars (at least for the males) can be added together as the individual so chooses. But the Veteran's pin I think is for the Scouter only. Of course there is no reason not to create some local award for this service. They're certainly deserving of recognition. Don't forget also to get some local milage out of anything like this. It's up to us to market our local Program.

The veteran scouter information that was turned into your council will be submitted to the National Office, and once the information is verified you will be presented with a 50 year member pocket card and a letter of congratulations. It may take a few weeks.
50 year+ scouter -- have held almost all adult leader positions in Cubs, Scouts, & Venturing, currently serving as Council Scouting for Youth with Disabilities Chair.

You forgot to mention that Tom still serves as a summer Camp Commissioner out at Beaumont every summer, and has been on staff at the past two Jamborees. He also serves as a Unit Commissioner.

I only hope and pray that I'll be as active as he is when I get to that age.

From national, form 28-701 is "Veteran Application"
This is not in the public forms area of the national website, but is online in several other places, including:

Quoting from the form:
"Applications for 5-, 10, 15-, and 20-year veteran awards are processed and awarded by the local council. They are not sent to the national office.

Applications for awards of 25 years or more only are processed and awarded by the national office

Veteran insignia may be worn as pins or tie tacs and may be ordered from your local council."

The veteran must actively apply for this recognition, and sign the following statement:
"I hereby apply for veteran status as indicated by the above registration record, which is a true report of my Scouting history. I agree to live up to the Scouting obligations. I will keep the local Scouting authorities in the community informed as to my availability for service to the community. I agree to take as active a part in the promotion of the cause of Scouting as circumstances will permit."
