I just attended my first Court of Honor with my son. He received a couple of required merit badges and a couple of elective badges. The border around the badges are different colors. Do the required merit badges have a certain color border and the electives have another?

Yes Eagle required silver. Electives are green.

Second that, the Eagle required merit badges have silver borders, all other merit badges have green borders.
