We need to be very careful on how we do this. If we overstate the hours that an individual scout may have to do, we may discourage a viable candidate. If we say it in the wrong way, we open the door to a complaint to national.
In our council, we have had many fine Eagle projects that have involved the candidate, himself, putting in far less than 100 hours. However, the same candidate has involved a large number of individuals in the implementation of the project for many 100's of man hours being expended on the project.
Once again, it is not the hours, but the nature of the project and the involvement of people other than the candidate in the implementation that is important. We really need to get off of the concept of a project needing a minimun of XXX hours in order to be valid.
