Expiration of patial Merit Badges?

Do blue cards which contain completed requirements, but not all requirements are completed - in other words "partials", ever expire as long as the Scout is active and hasn't attained his 18th birthday?

There is no time requirement for completing a merit badge, HOWEVER, the MBC who signs the bluse card is verifying that the Scout has met the requirements for the badge. Since he or she is the MBC of record he or she is within his or her rights to verify the Scout can perform previous tasks. Keep all merit badge work (project/visit reports, essays....)

Now that the BSA Merit Badge Policies are published on meritbadge.org, we now have the offical text online:

In this case, the answer is from 33088, p. 34:

There is no time limit for completion of merit badges other than age 18.
