From Troop Committee Challenge (Troop Committee Training Guide) BSA #33643, Pg #46 Suggested Troop Committee Meeting Agenda:

6:02-6:05 Welcome and introduction of new members and guests


I guess that that states it all: Guests can be in attendance at the TC meeting. I also agree with those that there are those times where there is something on the agenda that may not be appropriate for guests (both adult and youth) to be present for. For example: problem scout leader, problem youth member, family in financial need.

We is a best practice: Complete the entire agenda with the exception of the 'confidential' issue. Entertain a vote to move into 'closed session.' If the vote passes, thank the visitors for coming to the meeting, and hold the closed session after they leave the room. Record the closed session in the minutes along with the time of the vote to close the session (and a notation that all guests have left). Then reopen the meeting and have the formal vote on the issue, and then adjourn.
