I know this topic has been discussed in the past but I am hoping someone can point out exactly where the rules or guidelines are laid out for SM conference and BOR. Our SM retests the boys when they come to him for SM conference. The BOR for the lower ranks are conducted by other scouts. He has now implemented his own set of rules for when and how a SM conference can be done. I am meeting with the CR in a few weeks to discuss these and other issues I have with the SM and would like to be able to point to written BSA policy. All help is appreciated as always.

The SMC and BOR is described in the Boy Scout Handbook along with other publications to include:

    Advancement Committee Guide
    Scoutmaster Handbook
    Troop Committee Guide Book

Also, the BOR should be conducted by members of the committee (except for Eagel Scout) and not by other scouts.
If it is not written down then it is not an official rule

there is a BOR training guide on the BSA web site. This has all the rules for the BOR

You might also want to ask the SM where his method, whatever that may be, is supported in the publications.

Oh as for the SM, he thinks being able to make the rules as he goes along is an entitlement that comes with the job.
