The council determines the method(s) to be used. The Scout is not responsible for collecting or returning any completed reference responses to be used by the board of review.
Before listing his references on the Eagle Scout Rank Application, the candidate should secure the approval of those individuals he wants to include.
Wonder how long it will take Councils to do THIS right!

I was implying about the trooop BOR.....which I have no clue about, my council says if you do not pass a troop BOR before you turn 18 you cannot become Eagle....I want to know what national says.
