That's NOT correct. Since the date of advancement is the date of the Board of Review, ALL requirements (including the tenure items) must be complete before the Board of Review may be held. You can't hold the BoR and say, "This will take effect next month."
OTOH, The SM Conference can be held before the tenure items are complete. That may be what you were thinking of.
I need some help on this one.
1.Be active in your troop and patrol for at least 6 months as a Star Scout.
2.Demonstrate Scout spirit by living the Scout Oath (Promise) and Scout Law in your everyday life.
3.Earn 5 more merit badges (so that you have 11 in all), including any 3 more from the required list for Eagle.

4.While a Star Scout, take part in service projects totaling at least 6 hours of work. These projects must be approved by your Scoutmaster.

6.Take part in a Scoutmaster conference
7.Complete your board of review.
I do not see were it says do # 1 before # 7.
Can't you date the BOR #7 requirement be before the date of # 1 ? then the boy gets his rank on the day his 6 months are up?
