Need some help

We have a boy in our troop who doesn't like to participate, unless he is told to do so by an adult leader. Does anyone have any ideas on how we can get him to participate? any help would be appreciated

We have one like that. Probably every troop does. Ours worked itself out. The boys got tired of him not doing what he was responsible for.
THey stopped giving him anything, including fun jobs. He complained about it and the PL informed him that since they couldn't trust him they would not include him in the decissions. Guess what. This camporee he worked like a dog. The other boys in the patrol were happy, he was happy and I was happy.

Give the Scout a position of responsibility....

This doesn't have to be a Patrol Leader, etc....you could make him the Instructor, Troop Guide, Troop Historian (take pictures during activities)
