Most of the MB requirements are already required for 1st Class.
Granted, the skills are important, but they are already part of the Tenderfoot, 2nd Class, and 1st Class requirements. Having the MB required later, gives the boy a reason to review and improve these skills. It would not make sense to require the MB unless you change the existing rank requirements to remove all the 1st Aid related stuff.
If you look at the current requirements for Tenderfoot, 2nd Class, and 1st Class, you will see that it covers much of Citizenship in the Nation, Cooking, First Aid, Orienteering, Pioneering, and Swimming. Some of these MBs are not required (even if you think they should be). These are important things for every scout to know, and that is why they have been put in the early rank requirements. The MBs give the boy a chance to review, improve, and add to his skills in these areas.
