To expand on what wagionvigil wrote,
Assuming the same rules will apply in 2010 as in 2005 and earlier:
Youth Staff members must be at least 16 on the opening day of Jamboree, and not turn 21 until after the Jamboree ends.
Adult Staff members must be at least 21 before the Jamboree starts.
(If your 21st birthday was during the Jamboree, you couldn't attend as a youth staff member, NOR as an adult staff member.)
Youth PARTICIPANTS must be age 12 on or before July 1 of the Jamboree year, and not turn 18 until AFTER the Jamboree ends.
(If your 18th birthday was during the Jamboree, you couldn't attend as a youth participant.)
Keep in mind that the 2005 Jamboree ran from July 25 through August 3, 2005.
The following is taken directly from copies of the 2005 staff, unit leader, and participant application forms. (anything in italics is my addition)
STAFF:
Adult staff members must be registered members of the Boy Scouts of America and have been born before July 25, 1984.
Youth staff members must have been born between August 3, 1984 and July 25, 1989, and be registered members of the Boy Scouts of America.
UNIT LEADERS:
Scoutmaster. Have served as a Scoutmaster for at least one year during the three-year period prior to July 1, 2005
(which means the SM must have been at least 22 by 7/1/2005)First Assistant Scoutmaster. Same qualifications as Scoutmaster.
Second Assistant Scoutmaster. At least 21 years of age by July 1, 2005.
Third Assistant Scoutmaster. At least 18 years of age (but not have reached 21) by August 3, 2005.
(In some cases the 3rd ASM met the same age requirements as the 2nd ASM, since some councils couldn't find 18-20 year olds to serve in the position.)PARTICIPANTS:
Boy Scouts and Varsity Scouts must have completed the sixth grade or be at least 12 years of age by July 1, 2005, but not have reached their 18th birthday by August 3, 2005.
