Actually, this wouldn't quite work, because every state is officially accepted into the union on July 4. (In 1996, Utah celebrated it's Centenial on July 4, the same day we celebrated the 220th for the USA.) A state must ratify the constitution, which can be on any date, but they are officially accepted into the union on July 4.
