National has finally issued its new Scouting for Youth with Disabilities Manual (#34059). A large number of volunteers worked on the manual for some time, and you will find that it is a great improvement from the old manuals that were individualized by type of disability. The manual is full of suggestions for including scouts who have disabilities fully into the scouting program.

On a personal note, we have some scouts with diagnosed disabilities in my son's troop, and they are more than keeping up with the non-disabled scouts in terms of: their involvement, advancement, and enjoyment!
50 year+ scouter -- have held almost all adult leader positions in Cubs, Scouts, & Venturing, currently serving as Council Scouting for Youth with Disabilities Chair.
