Who signs off 1st class requirements

Is there any protocol for signing off first class requirements? The SoutMaster wants his son the Senior Patrol Leader to do it. That would be fine if the son would do it but he keeps procrastinating, my son calls and he says next meeting and then next meeting he is too busy, then he says GreenBar but then he plays video games at Green Bar. It's been several months like this. The ScoutMaster is a prince but the son/SPL is a procrastinator. I suggested to my son that he may want to go to a Patrol Leader or Guide. Is this considered insubordination or rude? Or does it just depend from troop to troop. Would any of you ScoutMaster's be offended if your son got bypassed.?

as wagon said, there is another thread, and for our troop anyone star or above can sign up to star so star life and eagle can sign off first class second class tenderfoot.... but they can't sign off the Bor or sm confernce (duh) or the is the scout active part

That makes sense. I got the earlier response, read the thread mentioned there and called our Committtee Chair. I was informed that any First Class or above could sign off first class. My son is going to call his PL tonight and ask him (Star). They get along fine and we can see where it goes. Thanks for letting me post and think it through.

thats rediculus that his father didn't say anyhting when he played video games at a boy scout meeting. that disgusts me that the leader of all the boys is goofing on when he should be hellping to plan stuff.

in our troop only SMs and ASMs can sign off requirments. the scouts can come to a fellow scout leader. (PL,ASPL,SPL,Guide) That leader can initial next to the box but the box must be signed by a scoutmaster or ASM

As I recall, it is up to the Scoutmaster to designate who can sign off. In my opinion this includes designating whether ASMs and MC's can sign off. I prefer that only completely trained leaders can sign off and that includes MC attending SM Specific and Intro to Outdoor Leader Skills before signing off (BOR excepted).

I also believe that it is an important part of both learning responsibility and recognizing youth to allow them to sign off skills. SPLs, ASPLs, Troop Guides, and Instructors should qualify, as should most PLs (if they are First Class). In the case where the Youth are allowed to sign off, I hold a rather serious conference with them to explain that it is expected that they will ensure that the requirements have been met and also to reinforce the responsibility that they now have.

In many cases we allow Star Scouts and higher to sign. They get extra training for this.

In my scout troop, it depends on the requirement, who taught the skill and the scout in question. First aid requirements are signed of by me or a committee memeber serving on the troop first aid emergancy perparedness sub-committee (all professional in the field) per troop bylaws.

signing off other requirements is a matter of timing timing and teachers. Parents and brothers are not allowed sign off sons /brothers requirements. They also provide instruction to those first class and up on advancment and teaching scout skills at every JLT.

My son will tell you that behaviors like those described during troop activities, inlcuding at PLC (Greenbar), will get you removed from troop office. This is his second try as ASPL. Rhetorically, who is running the PLC if the SPL is playing video games and why is there more than troop leadership at PLC?

Any scout who is 1st class can sign off2nd class and tenderfoot...........................any scout who is star can sign off tenderfoot,2nd class, and 1st class......life scout's can sign tenderfoot-1st class.....eagle's can sign tendefoot-1st class.....SM signs conferences, adults sign BOR's......start,life, and eagle are signed by adults.....
