Project Approval Question

What is the average time for a project to be approved by council once it is sent in.

That is very specific to the district advancement committee & how they approve them. Once a ponce a time ours used to take months (generally not OK in my book). I think its now typically down to couple weeks. (They are circulated to the different committee members by email which speeds up the process.)

Our council meets with the canidate and he goes over the project. The commettie asks detailed questions to be sure he knows his stuff. They make sure he has dates, what time he expects to be finished, and many more questions.

(Now this is for the project itself, not an Eagle BoR, I hope I have not misunderstood, please correct me if I have)

Our DIstrict Advancement Committee meets with the Scouts to review and discuss the project in depth over a course of an evening. If the projects is sufficiently written, they approve that evening. If insufficinet, they identify what changes need to be made, and reschedule a new meeting.

To shortcut the evening, our advancement folks will allow you to email the writeup in advance, and they will review and make comments before your first meeting.

If it is taking a long time, i would call the folks in charge and inquire about the progress.

Our District uses a standard checklist that is provided to each unit. If the scout uses the checklist, then the project can be approved in one sitting. We have the scout meet in Class A uniform and explain the project before I even open their project book and then I go over the project with the checklist. The problem is that scouts/unit leadership don't use the checklist and I've had scouts return up to 4 times to get my final approval. The District ends up looking like the "bad guy" when in fact the SM and Troop Committee should have never let it get to the district level.

Our District Advancement Chair meets with the boy and either approves it or sends it back for revision.

I meet with the Scout (in Class A's) and his parents on the job site, have the boy go over the project, and then I read the paperwork. If all is well, I sign it on the spot. If permits need to be secured first (building or zoning change permits) then it may take a few days or weeks more.
I also keep a copy . . . I have them bring a second copy of the proposal for me to keep! I have had 3 Scouts loose everything :cry: and by keeping a copy, have been able to get things up and running again :P .

I got mine approved (way back then :D ) by the district chair. Sat down at his pl;ace and we went over the project.

My opinion:

Although it's nice to be a savior, aren't we once again taking the personal responsibility of the Eagle LEADERSHIP project out of the hands of the scout? It's not the council's responsibility to get things up and running again.

Were the 3 younger scouts? How did they explain the lost in the project writeups?

Agreed. This is very true. And a darn good explanation should certainly be expected, too. However, we still need to remember that Scouts are two things, Eagle or not... 1) they're human; and 2) they're still kids.

How did they explain the loss of their paperwork?

One of the Eagle candidates moved to a new house. During the move, the box that contained the paperwork was never found. The second boy gave his to his SM to keep "safe" and the SM lost it (go figure!). The third Scout lost his in a flood that hit our area last Spring.
I have been monitoring Eagle projects for about 20 years and 3 loosing their paperwork and signatures, out of about 200 isn't too bad! Keeping a copy is my thing, not the councils, but I'm glad I did. It's the teacher (35 yrs., retired) in me.

I like the idea of it, like in the things out of the youths control, such as the flood Bill Pitcher mentioned. However I do not think it would teach good morals or responsibility for you holding it in case they just "misplaced it".

The projects all ran just fine. It was in the end, when they were putting the project report together, that the workbook with proposal signatures and the proposal itself were missing. They were responsible Scouts, ran great projects and passed their EBORs. They are youth and things happen and I was "prepared!"
