I am new to Boy Scouts. When I was a Cub Scout Den Leader, we had to file a Local Tour Permit when we took trips outside the district, or did camping trips that were not part of an officially sanctioned Scout campout such as a Camporee or Klondike Derby. This had to be filed with Council two weeks before the event, and contained detailed information about leader training and adult drivers.
Is this required for Boy Scout activities, and if so, what is the level of compliance among Troops? What are the implications of non-compliance? I can supply a link to the form if you have never heard of it - it looks like a national form, not just one that our Council requires.
