I have been around scouting for about 10 years now and nothing has caused near as much consternation as defining "active". Now, I was always told, by people I respected that being registered equaled being active. Now, people can react and say thats horrible, you mean a scout can be considered active and advance and he doesnt have to show up at meetings or go on outings? The reality is, if the boy doesnt show up at meetings or go on outings, then there is very little chance he will be doing anything in the advancement portion of the program. I remember seeing on various internet postings that "active" had to be defined and couldnt National just publish what was considered "active" and so National did. Now, the fact it's not in the place some consider the most expedient, its OK to ignore, fine go ahead and ignore. I see the same thing with uniforming, its moer of an attitude of, I dont care what national says about the uniform, in this troop the uniform is xxxxxxxx.
I do have a question for those who don't like National definition of "active", in the Sea Scout program to advance to the Ordinary, Able and Quartermaster levels the requirements are to attend 75% of meetings and Ship Special Events. Since this is spelled out in the Sea Scout advancement program, why isn't it spelled out in the Boy Scout Program? perhaps because its not supposed to be
