Boy Scout Memorial in Washington DC

Who is responsible for maintaining the Boy Scout Memorial in Washington, DC? The fountain in front of the memorial is empty and there seems to be so much potential to make this memorial more remarkable and meaningful. Does the BSA promote the memorial? How many Scouts and Scouters even know it exist?

I would assume the National Park Service maintains it, since it's on their property.
