I don't have the book memorized but I'm sure it doesn't say, "Schedule Boards of Review at least 6 months apart. This will allow the adults to slow down any advancement in the troop and ensure that you don't get anyone advancing too fast or too young".
We have COH scheduled quarterly, and will schedule BOR 1-2 weeks prior to each COH. However, this BOR is the cleanup one for the boys who have not asked for one earlier. As soon as a boy completes the requirements for rank, especially those where the next rank has a waiting period based on BOR date, the BOR should be scheduled. There is no reason a boy should have to wait several months for a BOR before he can start counting the 3, 4 or 6 months for his next rank.
