Voting Members of Pack

Does anyone have a "written source" on who is eligible to vote at a Pack level? Usually there is a Pack Committee, but how are these people selected? I am being told by the Director of Field Services, that every parent gets a vote. If so, does a single dad get two votes? Really need to see the written rules.

The central issue is removal of a parent (not a den leader) that has caused numerous disruptions at den and pack level.

The Chartered Organization


Every Cub Scout pack, Boy Scout troop, Varsity Scout team, and Venturing crew belongs to an organization with interests similar to those of the BSA. This organization, which might be a church, school, community organization, or group of interested citizens, receives a charter from the BSA to use the Scouting program. This chartered organization provides a suitable meeting place, adult leadership, supervision, and opportunities for a healthy Scouting life for the boys under its care.

The chartered organization helps the pack by

Providing the Scouting program as an integral part of its program for youth and families
Ensuring that the Scouting program is conducted according to the policies and regulations of the organization and the Boy Scouts of America
Selecting a chartered organization representative to serve as liaison with the pack
Appointing a pack committee
Providing adequate and safe facilities for the monthly pack meeting
Providing opportunities for boys to recognize responsibility to God, to country, to other people, and to self
Cooperating with the council in fund-raising through Friends of Scouting (FOS) and the United Way so the Scouting program can operate


May parents attend den meetings?
Cub Scout den meetings are intended to be an activity for the individual boys. They are not a family activity, and the presence of parents can be a distraction. However, parental involvement is not forbidden and all meetings should be open to your participation. If you would like to be present at a den meeting, ask the den leader in advance so that the leader can plan a way for you to observe or participate in an unobtrusive manner,

If it was me, I would inform my charter Rep and committee chairman of my intentions, them if there are any questions from the parent I would refer them to either the charter rep or committee chair.

9009 provided the book. I will provide the color. :)

People confuse unit committees with democracy. The committee actually serves at the whim of the Charter Org which owns the unit & is responsible for the unit leadership. As a practical matter, the CO is generally fairly clueless to the day to day operation of the unit & the real power is the COR, if active, or the committee chair. Unless told otherwise by the CO, the CC can run the committee as he sees fit, by elections, consensus, or fiat.

Of course in a well functioning unit, the CC will follow BSA policies & address the concerns of parent & youth, & recruit a functioning committee & dedicated leaders. He also will not write bylaws & rules that violate BSA policy.

So in answer to the original question. There are no official "votes" so there are no written rules as to who can vote.

CYA have a written set of unit rules (make sure they do not conflict with the BSA rules), list the results of breaking the rules. Have your CO and COR sign off on the rules and distribute them to the parents. This way there is no "how do we" moments. It's all outlined.
