Two parts. The DAC cannot conduct the EBOR until the paper work is done. Which includes submitting it to council t be verified. Kinda a duh and I am sure she knows that. She is probably thinking every thing else is done. The council (or district) advancement committees decides how EBOR are conducted down to selecting the members so she is within her rights to select the EBOR members.

Our DAC doensn't know a project is done until he's notified from council that the paperwork has been turned in/reviewed/signed.

I would say that would be generally the case in our district as well.

Same here. It takes much longer than 2 weeks lead time to schedule anything. Especially since he hasnt even finished all his requirements yet.
