New ACP&P (#33088) -- "Active", "Uniforms", "PORs", etc.....

Here are a few items that I noticed in the update:

ACTIVE Definition
A Scout may earn any merit badge at anytime. However,
a few merit badges may have certain restrictions.
- Doesn't say which MBs or what restrictions - Sorry Wagion




When a Scout has completed all requirements for
a rank advancement, including the Scoutmaster
conference, he may not be denied a board of review
- Doesn't say what to do if the SM denies a SM Conference

The Scout should be neat in his appearance;
however, a uniform is not required. Local boards
of review may not make up their own rules about
wearing a uniform.


Positions of Responsibility
Each time a Boy Scout is elected or appointed to a position
of responsibility, the Scout must be given his position
description and responsibilities. If a Scout has been
unreliable or ineffective in the position, the Scout should
be counseled and removed, if necessary.
For advancement requirements, serving in a position of
leadership means that if the Boy Scout is elected or
appointed to a position, such as patrol leader, and serves in
that position for the required time, they have satisfactorily
completed that requirement. This does not necessarily mean
that the youth will pass his board of review, because if his
service was not satisfactory, the youth could be denied at
the board of review.

Of the BOR training on scouting.org say you can expect the scout to be properly uniformed. It would be nice if the training literature matched the requirements.

Yep, I still have a problem with one of the METHODS of scouting being Uniform, but it is not required. I really have trouble reconciling Scout Spirit with unwilling to wear a uniform. Fortunately all of our boys have a uniform at this time, so it is more a matter of wearing it and keeping it up to date. We currently have one Scout who refuses to wear his uniform unless he receives a call immediately before the meeting or function reminding him to wear it. He also refuses all POR because he doesn't like them (lazy) so he is sitting at 1st Class for almost 2 years now. We do have SMC's and BOR's with him about every other month and get nowhere. Oh well, can't make him a "good" Scout, can just offer the tools.

He will not be the first kid or the last kid who is in scouts for reasons other than advancement. As long as he is not disruptive when he comes to scouts, don't sweat it.

He started as a Tiger with my son. Now my son is SMC for Eagle, and the other boy is there because mom doesn't have time for him. It is sad, but we just keep movin along and hope that somewhere he picks up positive role modeling from us.

Don't give up hope, Cowboy.

We had a young man in our Crew who, every time he was asked to wear his uniform, whined, "Do I have to?" He wanted to cut the sleeves out of his class B t-shirt (Crew said no). He took the green shirt was off as soon as he could. The last Scout Sunday, before he aged out, he put the green shirt on and tucked it in, WITHOUT BEING ASKED, TOLD, or REMINDED, for BOTH services.

Yes, interesting wording, from what I have read, if a BOR turns down a boy when he has completed the time in a POR, and it is appealed, I bet it would be overturned.
