Not to say knowing the rules is unimportant: But having the boys (& girls if you have a crew) get out there in the woods & have fun doing things for themselves is more important than slavishly following the "rules". Or maybe that is the most important rule that binds them all.

Sometimes if you don't follow the rules it will bite you on the behind big time. We have a Chief Scout that is all about that. Training, Rules, Safety.

I am not saying ignore the rules. Just don't get so tied in them that you use them to never do anything. I am also not saying any one here is doing that.

Actually it was 1984. There is a book by the same name that is a thinly disguised lament about the demise about the loss of control of the boy scout rule police.
