The old definition was "Registered" this is a step up or a step down how ever you see it. Many boys that loose interest as they get older from the result of Leaders slowing down their Advancement. Boys need to advance on theor own schedule not some schedule made up by a SM or Troop committee. This Black & WHite definition will help a young man that has been put in this situation by these "adults".

I agree with you here. Arbitrary definitions of "active" that prevent a boy from advancement serve only to frustrate him and encourage quitting.

I still have trouble justifying the definition of "active" as passive. The Scout just answers the phone when the SM calls and he is still active. IMO there should be attendance requirements. The percentage is not as important, although 50% should be the minimum, active should mean doing something other than answer the phone and say yep, I am still in. At the very least the Scout should be responsible for initiating contact, not the SM. But: Being the hardcase that I am for following the rules, I will not stand in the way of any boy who has fullfilled the "active" requirement as it is currently defined by National. One of the hardest BoR that I ever sat on was a month ago when our SPL boarded for Life. He has not been fulfilling his duties as SPL mainly due to laziness. He had held the position without being removed, and had 6 months in as Star/QM, so he had met the requirements. I had to pass him. Now I am in the position of having to demand his removal as SPL for not acting as SPL. Not going to be a fun weekend around here.

The reason this has come about is because of Leaders and Units that set up arbitray requirements for "Their" Unit when it comes to Advancement, OA etc. FOr Instance the OA Requirements are First Class, X # of Days and Nights of BSA Camping over the past two years and Active. One unit had that a scout must attend 60% of the meetings, 10 out 12 Monthly campouts, Summer Camp and Both Local parades.
Now where this went wacko was the Unit penalized the Kids that were marching with the Band instead of marching with the Troop. By BSA saying here is what Active is in Black and White it eliminates this BS

I agree with Wagionvigil, the fantasy requirements some leaders come up with just hurt the Troop by forcing some scouts out.

I see this especially in High School aged scouts. The world to them is opened up driving,girls and the challenges of school and in this economy a job.

It is all about leaders on a Power Trip. They forget or choose to forget that it is about the Boys not them

Actually a little different take is to help some of the more inexperienced leaders with the vague wording when encountering "veteran overbearing show-me parents".
