When did the requirements for the budget change? I have had 3 Eagle Scouts and for the life of me cannot remember when this requirement changed from 30 days to 13 weeks.

It had changed years ago. I am not sure when but as long as I have been SM (going on 5 years in May) it took at least 90 days to complete.
