JTE Training Question

We're working on the new Journey to Excellence program in our Pack for this year and I have a question about the training portion that I did not see answered in the FAQ (link: http://www.scouting.org/filestore/mission/JTE_FAQs-Unit.pdf).

For #5 Trained Leadership at the Bronze level, it says:
Have a Cubmaster and a committee with at least three members. All dens have leaders. The entire committee has completed This Is Scouting, Fast Start training, and Youth Protection training or, if new, complete within three months of joining. Den or pack meetings have started by October 31.
In my situation, I came in as the Cubmaster in January of this year. Most of the leaders have been in their positions for 2+ years and they are all missing training. Does this mean that we are not able to earn any of the levels since they did not complete it when they started in the positions years ago? I really struggle with the time requirement here since it's tough enough to get them to do all the training anyways (don't get me started on that :evil: ).

I asked our DE about this situation and he said if they leaders were trained, we would get credit, but I don't like going around requirements.

Any insights?

As soon as they take the training, you qualify. The three month grace period would apply if you had new leaders sign up in the last couple months of the year and had not yet had an opportunity to take the classes.

That could also be interpreted to mean get them trained now so you can count it for next year.

Around here your Leaders would not have been able to recharter without YPT and while they were doing that, they can complete the other training in the same session. The requirement is that they have completed the training so get them to finish it before JTE evaluation time.

Sorry, I should have specified that they DO have YPT training, just not the others. The Bronze level requirement (see above) however, is that they also complete TiS and FS. Silver and Gold have additional training requirements of course, but I'd be happy if they did just the Bronze level.

While I like this interpretation, I simply can't get there based on what I read on the Pack Scorecard. Just trying to be honest with myself.
