Eagle Palm

I was discussing with another troop's scoutmaster eagle palms and the question of the Palm Applicaiton came up. Our Council requires the Troops to send in an Council developed Eagle Palm Application and have Council review and approve the application before the Palm BOR can be held. His Troop had a number of Scouts receive the Eagle Award over the past 12 months. The Troop and used National's form and sent it into the Council in order to purchase the palm. Council refused to accept National's form and required the Troop to submit using the Council Palm Application. Now none of his Eagle Scouts are wanting to work on Merit Badges and work for Palms. Sort of another hurdle reason for the Eagle "to fly away" from the Troop.

With internet advancement, is there a continuing need for a Palm Application? If Palms are Troop advancements and not Council advancements -- why do we need Council approval inorder to hold a Palm BOR?

Your Council is wrong. The only Council approval needed to hold a BOR is for Eagle. Wonder what other "local" forms they use?

One of the purposes of the Eagle Palm application verification is to ensure that you do not use MBs for say the Gold Palm that were already used for the Bronze Palm. If a scout in on Palm 4 or 5 they must make sure that the scout is earning MBs not previously credited so he meets the requirement. IA won't give you that information.

Our troop recently had a BOR for a palm and it was conducted the same way as non-Eagle BORs. All the "paperwork" went through via the traditional method.

Yes BOR is done the same way as tenderfoot thru life. palm app is submitted w/adv report. that's where they check the mbs against previous apps including the eagle app. you can't use a mb used on your eagle app for a palm.

Even if Internet Advancement can't tell you which MBs where used for which palm, does it really matter? If the boy has earned 41 MBs, then he has earned the 4th palm (if other requirements have been met). Internet advancement doesn't track it, because it doesn't matter.

BTW - Troopmaster does track it, and makes palm application easy.

The requirement reads: "As the required 3 months have elapsed since I passed the BoR for the Eagle Award or the ______ Palm and as I have now qualified for the five additional MB's listed below, I respectively make application for the award of the _____ Palm."
(Those additional can be earned anytime since joining, but are not the ones listed on the Eagle Application. This is turned into the Troop Advancement person for a Troop Bor, same as ons held for T,2,1,Star and Life ranks. Then once approved the application and advancement sheet is turned into the SO. There is NO Council form and NO Council BoR held. Your Council is using an incorrect proceedure!

RMM: The application is a National developed form that is handled on the unit level for BoR, just as T, 2, 1, Star and Life ranks are. Your council is using an incorrect procedure. The MB's used are in addition to the ones listed on the Eagle Application, but can be earned ANYTIME since joining. After the Eagle Scout as met the requirements listed on the application and the troop committee verifies and signs the app., THEN it goes to the council registrar but no council BoR is held.
