Are there any Health & Safety certifications required of Merit Badge Counselors? :?: For example, must counselors for badges that require CPR certification be CPR certified or CPR Instructors?

Unless specifically stated in the merit badge requirement or the Guide to Safe Scouting, no.

What is required is that the applicant for counselor provide evidence of the ability to counsel the topic based on a working knowledge or expertise gained from education, occupation, or hobbiest.

Their resume showing their background in the topic is submitted as part of the Merit Badge Counselor Application form and is reviewed by the District or Council Advancement committee for determination of acceptability.
