There is a Junior Leader Training kit for use on a troop level. I know our council office here in SLC has several copies that can be rented (free rental-you leave $10 and when you return the kit you get your money back).
As was mentioned in other messages, there are JLT courses put on at a council level there is even a JLT that is put on at a National level.
It sounds like the scouts need to be put in charge of the meetings instead of the adult leaders. The scouts should be planning and carrying out the weekly patrol meetings, not the adults, this would give the boys more intrest in what was going on and maybe have them be more attentive at meetings. If they come to scouts a few times and there is no activity planned, then dont have scouts and say we will try again next week.
After missing a couple of nights of activities, it may shake them loose.
It also sounds like they could use a good dose of proper manners and how to show proper respect for women and for leaders.
Ths could be a good activity for a troop meeting, invite the scouts parents and have the scouts mothers talk about what they expect from a young man, or better yet get some young women you know, the "hot girl" at school and let them tell the scouts what they expect from a young man. The scouts may find out that the "hot girl" from school would probably not give them the time of day.
