I am an Emergency Preparedness merit badge counselor. I am wondering how boys are seemingly able to get this merit badge during summer camp when I know they have not participate in req. 8b,c-emergency mobilization. Are there new requirements for this merit badge--I understand that national is upgrading all reqs so that they can be accomplished at summer camp--seems unfair for some to do all the work and others to just skate through with minimal effort. Please advise.

When I asked this same question, I was told that they were using the camp's weekly emergency alert test for this requirement.
I'm not defending this by the way -- just repeating what I was told.

That is what most camps do. I know that is waht they do around here.

When I earned mine, we had a "Search and Rescue" operation that had to be completed. "Subject" found less than a mile away from class area.

how do you know they have not done it? I can see how they can do it at camp.

At our camp they do a "search and rescue" with someone pretending to be injured out in the woods somewhere.

This is a fairly new reguirement and at our camp, this is not covered. Our scouts use to be able to complete this badge at camp but now they come home with this requirement left to do at our troop.
It works though, so far 3 came home needing this and they contacted a counselor outside of our troop and finished the badge.
As the advancement chair for our troop, I would never discourage a scout from taking a badge at camp even if they do come home with something left to finish. Knowing they need this for Eagle, they always finish them.

i forgot to mention this earlier, but at our camp, the information we get says that this requirement is a prerequisite.
