We all do here. If you are an adult and registered with the troop you bare expected to be in Uniform. If a scout the same!

A scout must be in as much of his uniform as he owns to attend a BOR.
We do have a couple of boys that simply can not afford the pants. But they must be in jeans that are clean and not torn. And the remainder of the uniform must be there.

It is a real problem with the cost of the pants. With a kid that grows so fast. Kevin is one of the smallest boys in our troop. He has outgrown pair of pants and a pair of shorts so far this year. I keep watch at all the resale shops for uniforms.

Your tag line is quite correct. The written down rule of BSA is:

The Scout should be neat in his appearance and his uniform should be as correct as possible, with the badges worn properly.

So if he HAS a full uniform, he should wear it with the patches sewn on in their proper position. If he has only a shirt, he should wear it with the patches sewn on in their proper position.. If he has NO uniform, he may still appear , dressed neatly, and the lack of a uniform may NOT be counted against him.

While I agree with what you posted, since the BSA doesn't require a uniform for membership requiring one for anything is adding to the requirements.

At times things are not as clear as they seem. The Boy Scut Handbook states "Wear full uniform for all ceremonial and indoor activities, such as troop meetings, courts of honor, and most other indoor functions". In re-reading this section of the handbook it may not (or may not) be mandatory to wear a uniform but the uniform does allow all boys to have the feeling of equal (e.g., no one's clothes are better then someone else's clothes.)

Why would you not want to wear a uniform, as much as you have and can afford? You should be proud to wear it as it is a symbol of something you belong to and hopefully are proud to be a part of. You should want to look neat and sharp, not sloppy.

If you can afford game boys, cell phones, playstations, etc; you can afford a uniform.

I have seen boys trying to get a buddy to lend a neckercheif or slide whnen one has been forgotten on a BOR night!

Good uniforming is dependent on us as leaders. Thats why the biggest hinderance to a scout not working toward a full uniform isn't the scout. It is scout leaders who violate the uniform policies and "alter" the uniform.

When you say the scout can wear dark blue pants in cubs rather than the uniform pants, or some alternate pants in boy scouts then you in effect change the uniform. And as volunteer leaders we do not have that authority.

Uniforming is limping along in most units because scouters continually shoot themselves in the foot when it comes to implementing the uniform method.

You allow scouts to have alternate pants when scouting pants are part of the uniform but you do not allow them to wear sneakers when footwear is not specified as part of the uniform.

We expect full-dress (including merit badge sash) uniform, to the extent the scout has one (or parts thereof).

We've put it in writing for our Troop. 2nd Class and below: Scout shirt with neat, clean, properly fitting, shorts or pants is OK. 1st Class and above: Full Scout uniform must be worn for BOR. Reasoning is that, by 1st Class the boy should be able to have earned enough $$ and have made a comittment to the program.

We wear uniform while traveling and Scouts keep Scout shirts and Class B's tucked in while out in public. We have Troop Class B's and hats, as well as neckers.
