From _my_ UK Scout Handbook (1967-1983) page 21 (right in the middle of B.P.'s life story) there is a box on one point of the Scout Law (UK):
A Scout is to be trusted.
3rd. Para.
"When you take The Chief Scout's Award you will complete your own record of achievement. No one else will test you or sign your Progress Book. Everyone will accept your word that you have reached the standard required for each skill."
This rank follows The Advanced Scout Standard (= First Class) and was followed in Ventures with Venture Award, then Queen's Scout Award (= Eagle) (but attainable up to 20th birthday). So, Chief Scout's was about Star. I reached this rank at 15 1/2.
B.P. Was the first Chief Scout and the only Chief Scout of the World.
It should not be difficult to review the completion of Eagle requirements, just ask him for a short oral presentation. If he cannot honestly tell you he has achieved everything we are missing the whole point of the program.
(ps. I never reached Queen's Scout. Did every thing. Went to college at 18......
But in terms of life, I received 100% the benefits of the program. I was still a continuous member and registered leader at 26 before moving to USA -- I truly never stopped being a Scout).
